Earth Summit 1992
Further construction of the governance framework occurred in 1992 at the Earth Summit held in Rio de Janeiro. The Canadian Maurice Strong was once again Secretary-General of the Conference. Canadian Prime Minister Brian Mulroney, (Progressive Conservative party) was a co-sponsor of the resolution for United Nations Conference on Environment and Development (UNCED) and helped to shape Agenda 21. The Framework Convention on Climate Change (UNFCCC) and the Commission on Sustainable Development was established. Agenda 21 was introduced and adopted by 178 nation states, increasing the UN’s reach.

To extend the UN governance to lower levels of government within nation states, the Council for Local Environmental Initiatives (ICLEI), a creation of Canadian Jeb Brugmann, entered into partnership with the United Nations Environment Programme (UNEP) to lay out a process by which local authorities would engage in dialogue with citizens, local organizations and private enterprises to advance sustainable development. By the year 2000, 6,400 communities had adopted ICLEI. Also in 1992, the Local Agenda 21 (LA21), also authored by Brugmann, was created, in order to bring local governments into the process.

In 1995 the UN began its yearly Conferences of the Parties (COP). These conferences have been held in different cities around the world every year, except during Covid. To date there have been 30 COPs. These gatherings bring together 198 member nations responsible for climate negotiations, often heads of states, UN agencies, intergovernmental organizations, NGOs, industry representatives, fossil fuel industry representatives, indigenous peoples and local communities, media and academics and activists. COP28 held in Dubai (2023) was the largest gathering in history with 97,000 registered participants.

The idea of declaring the fundamental principles for building a just, sustainable, and peaceful global society in the form of an Earth Charter was initiated by the Brundtland Commission in 1987. Project leaders were Maurice Strong and Mikhail Gorbechev and through long process of consultation and input from the Earth Charter Commission the Charter was officially launched in 2000 at the Peace Palace in the Hague, Netherlands. Canadian Severn CullisSuzuki was a member of the commission. The Charter acts as a “soft law” document with sixteen principles, organized under four main pillars. The Charter also serves as a foundational ethical framework in support of he 17 SDGs introduced in 2015.

In 2015 at the UN Summit on Sustainable Development, Agenda 2030, which introduced the 17 Sustainable Development Goals, was adopted by 193 member states. The introduction of these 17 SDGs considerably increased UN control over: The elimination of poverty, of hunger, the provision of good health and wellbeing, quality education, gender equality, clean water and sanitation, affordable and clean energy, decent work and economic growth, industry, innovation and infrastructure, reduced inequalities, sustainable cities and communities, responsible consumption and production, climate action, life below water, life on land, and peace and justice.

The UN created a permanent framework by establishing each SDG, and setting Targets (there are 169) for each, to be met within a certain time frame. Each of the SDGs progress toward the set Targets is to be monitored and reported back to the UN Statistics Department in accordance with standardised metrics called Indicators (there are 230). The information is compiled by the United Nations Statistics Division (UNSD) and is reported annually by the UN Secretary General. The data collected is sent to the “UN SDG Tracker”, an open-access dashboard. So, this is the governance structure, built with considerable involvement from prominent Canadian individuals and Canadian government leaders, through which ideologically driven agendas are transmitted to establish a global control grid.
